My family was blessed by the marriage of our oldest son Hyppolite and Nina in Paris, France. The Government put together in March 4th after the peace agreement in Karthoum/Sudan was denied by the armed groups who said that the government is not inclusive. Last week another peace talk gathered the Government and the 14 leaders of the armed groups in Addis Ababa/Ethiopia. The results of that meeting is a new Government published in March 22 with 38 members compared the 34 in March 4th. Many leaders from the Armed groups became members of the Government.</div> <div>&nbsp;</div> <div>We are concerned because there is no disarmament done among those armed groups; We appreciate your prayers that God will change the hearts of those who are leading the country now. Pray that peace will come back and that all the armed groups will cease to kill the peaceful population.</div> <div>&nbsp;</div> <div>God is giving me the opportunity to minister. Representant of the Armed Groups are also included in the Inclusive Government.</div> <div>&nbsp;</div> <div>Mr Maxime BALALOU, former Deputy of the Director of the Prime Minister cabinet is now appointed as the Minister Secretary of the Government. He is the President of the national prayer breakfast. Although the UN Security Council did not release my country from the embargo that took place since 2014, the political dialogue for peace between the Government and the armed groups leaders in Sudan will end today with a signature of agreements for peace. The final signature will take place here in Bangui. We wait to know what is the content of the agreement concerning the requests of the armed groups have presented for Amnesty and getting in their charge the cabinet of Prime Minister in the Government. Those requests are not in favor of the population who are also requesting tolerance zero in the way the Government has to deal with the situation of injustice in the country. Please continue to pray that God will bring peace and security throughout my country. Only the prayer supports give me strenghts, wisdom and courage to keep doing what God call me to do among my people to raise up godly people for his kingdom. The leadership seminar CIDEL has had with the Catholic Priests and Sisters in January 16 th has an impact. I was invited later by the Director of a catholic seminar to train his students on why it is so important to train young Christian leaders on God's word. More requests will come from the Episcopalian Conference for more biblical input through our ethical leadership seminars.</div> <div>&nbsp;</div> <div>I will be facilitating an important workshop on Security Sector Reform starting tomorrow to the end of February. The goal of that workshop is to come up with realistic proposal on how to integrate the ex-combatants who will go through Disarmment, Demobilization and Reintegration with adequate position/title in the military entities. I will act as a national facilitator together with an international facilitator from the UN office in New York. Please pray that God will use me in a manner that the participants to the workshop will see his work in me and through me and glorify his name. Pray that the final document from that workshop will be approved by the President of the State who has requested such workshop.&nbsp; In the past I did not accept to be a consultant for the pre-DDR when I was asked to do by the UN (MINUSCA) as I was trained in Barcelona in DDR senior intensive course in 2013. Since they continue to get my help, I sense the necessity to accept the consultation and be the facilitator. I hope my background as a Police chaplain and a trained in DDR will be a support for the success of that consultation with the grace of God.</div> <div>&nbsp;</div> <div>Tomorrow after I will have an audience with the President of the Parliament to present him the desire of CIDEL to help train the members of the Parliament on the Power of Character, the Prevention of corruption and other topics that will enhance their ability to do their legal work for the best of the country.&nbsp; I will also encourage him to get an invitation of the German Parliament to participate to the 24th Berlin International Gathering (Prayer Breakfast) in June 4-8, 2019 which I have done in 2017 for the Prime Minister who came home with a new paradigm of governing in partnership with God. The result of the Prime Minister to the prayer breakfast in Germany was the start of the Prayer Breakfast in CAR since 2017. In it he shared some discouragements he is currently facing. One involves the lack of board members. He is asking for prayer that God will raise up individuals who will catch the vision of CIDEL's ministry.&nbsp;</p> <p>A second discouragment involves those with whom he works. Since 2005, CIDEL has functioned with three full time workers (including Dr. Hibalie). However, recently one of his staff had to go on administrative leave while another has accepted a call to serve as a missionary in Ivory Coast. This leaves Dr. Hibaile all alone to attempt to take on increasing opportunities for ministry.&nbsp;</p> <p>He is right now feeling overwhelmed with these developments. In his own words: "This is my spiritual warfare I am facing these days. I need your prayers. Please mobilize prayer warriors to support me during this difficult time so that God will bring godly workers into his harvest."</p> <p>Please join me in praying for our brother. Please pray for the opportunity my daughter can have for her treatment.&nbsp;</div> <div>&nbsp;</div> <div>The project of CIDEL for a pedagogical mission to the University in the South of Bangui was postponed until next month. We have a three days workshop planned with the pastors of the District of Bangui II (Grace Brethren Churches) that was scheduled for today, was also postponed because the Pastors and their wives were not ready.</div> <div>&nbsp;</div> <div>Please pray for my family and for CIDEL's ministry. On May 24th, the United States State Department issued the following travel advisory on the Central African Republic:&nbsp;</p> <p style="text-align: center;"><em>Do not travel to Central African Republic (CAR) due to&nbsp;<strong>crime</strong>&nbsp;and&nbsp;<strong>civil unrest</strong>.</em></p> <p style="text-align: center;"><em>Violent crime, such as armed robbery, aggravated battery, and homicide, is common.</em></p> <p style="text-align: center;"><em>Large areas of the country are controlled by armed groups who regularly kidnap, injure, and/or kill civilians. In the event of unrest, airport, land border, and road closures may occur with little or no notice.</em></p> <p style="text-align: center;"><em>The U.S. government has limited ability to provide emergency services to U.S. citizens in the Central African Republic as U.S. government employees must obtain special authorization to travel outside the Embassy compound.</em></p> <p>Please pray for Dr. Hibaile and his family ... for their safety and for their ministry of the gospel. Pray also for the funds he requires to continue ministering to those in government, both in the CAR and in the surrounding countries. The door is open for him to proclaim Christ. We will meet with Evangelists from Chad, Cameroon and Encompass Experts Frank Puhl and Paul Klawitter to strategize about how to do Evangelisation in the Central African region now and in the future. The meeting will begin&nbsp;<span class="aBn" tabindex="0" data-term="goog_2076753495"><span class="aQJ">tomorrow</span></span>&nbsp;until&nbsp;<span class="aBn" tabindex="0" data-term="goog_2076753496"><span class="aQJ">Friday</span></span>.</div> <div>&nbsp;</div> <div>I will have one week to rest, relax and visit with my daughter Jessie and her family before going back to Bangui on&nbsp;<span class="aBn" tabindex="0" data-term="goog_2076753497"><span class="aQJ">Saturday March 3, 2018</span></span>.&nbsp;</div> <div>&nbsp;</div> <div>Praise God for the opportunity CIDEL has to bring the leaders of the para church organisations in Bangui in a workshop where the question of taking our full responsibilities and inspiring trust and confidence was discussed at the Center of Ethics/Chapel at the University of Bangui. I was pleased with the participants of those invited and their contribution. In 2012, God inspired us to organize an agape with all the couples we have worked with them in their marriages and have the first diner of the year in January 1, 2012. The second experience was in January 1, 2015 during the time of unrest in CAR. The third was held at the home of the first couple that we have been with them in 2006 and the fourth agape took place today.</div> <div>&nbsp;</div> <div>We were encouraged by the testimonies of several of those couples who have been blessed by God since they became married and are doing their best to be faithful. They said that my marriage with Marie Helene has given a good example to them.
